Minutes of 22nd Meeting of the Governing Council held at Poornima College of Engineering, Jaipur on Thursday, October 3, 2019

The 22nd Meeting of the Governing Council (GC) of Poornima College of Engineering was held on Thursday, October 3, 2019 from 11:00 AM to 2:30 PM in Conference Room (AG-13) of Poornima College of Engineering, ISI – 6, RIICO Institutional Area, Goner Road, Sitapura, Jaipur.

Item 22.1: Welcome of the members of Governing Council and Introduction of Members

At the outset Dr. Mahesh Bundele - Member Secretary (GC) and Principal & Director-PCE welcomed Sh. Shashikant Singhi Chairman-Governing Council, all GC members and other invitees present in the meeting. On request of Member Secretary self introduction was given by all the members and other invitees.

Item 21.2: Address by Sh. Shashikant Singhi Chairman-Governing Council Poornima College of Engineering

Chairman said that he has been part and parcel of Poornima College of Engineering since its inception. He informed the house that he was involved in day to activities till two years back and for last two years he got an opportunity to see the working of Poornima College of Engineering as an outsider. He expressed that Poornima College of Engineering is one of the most promising institution in the region. He said that in public the prestige of PCE is much better than he could realize when he was overseeing PCE on day to day basis. He further expressed satisfaction that we have been able to make an impact on the society as one of the most performing institution. He further added that Poornima has been working on lines of the philosophy developed by the founder Principal and the past Chairman of the Poornima Group Dr. S. M. Seth and we now realize in difficult times of cut throat competition that those principles given by Seth Sir are very much relevant and the strategies created by him are paying dividend to the institution now. He said that although we are on right track but in today’s time competition is growing and the education system is changing at rapid pace so we need to upgrade ourselves so that we can keep pace with these changes.

He further said that the deliberations that will be made in the GC meeting would add value to the day to day working of PCE and the academic issues will be in more focus. He further expressed his hope that the aspiration of PCE to be one of the best institutions of the country would certainly be fulfilled.

Chairman concluded his address by extending thanks to all the members present in the meeting.

Item 22.3: To Confirm the minutes of the GC meeting no. 21 (Circulated vide letter PCE/DO/2018-19/July-Dec/GC-21/07 dated 26-09-2018).

The minutes of 21st GC meeting held on Friday, September 14, 2018 were circulated (vide letter PCE/DO/2018-19/July-Dec/GC-21/07 dated 26-09-2018). A copy of the minutes of the GC-21 meeting was also provided with agenda papers.

The minutes were confirmed with the kind approval of Chairman-GC.

Item 22.4: Reporting follow up actions on suggestions and recommendations of 21st GC Meeting

Dr. Mahesh Bundele (Principal & Director-PCE and Member Secretary- GC) presented the action taken report on various suggestions and recommendations made by the chairman and the members on varying issues in 21st GC meeting. The crux of action taken report is given below under various heads. Annexure Action Taken Report - Item no 22.4

General actions taken based on the suggestions given by Sh. Shashikant Singhi Chairman-Poornima Group

  • Feedback has been taken regarding new technologies / tools required from all the Industries visited in past. Considering the technological directions given by Infosys we have decided focus areas for each department.
  • Every student and faculty selected one/ more focus area. All the activities are being built across the focus area.
  • NBA process implementation is being executed since last six months, starting from revision of Vision, Mission, Program Execution Objectives (PEO), Program Specific Objectives (PSO), Course Outcomes (CO), mapping CO with Program Outcome (PO) /PSO, mapping of Vision / Mission statements with PEO, PSO.
  • Every Head and faculty made first presentation, corrections advised. Second presentation is scheduled during October 2019.
  • This process ensures quantification, measurements & targets for CO, PO, PSO and their attainments.
  • There is feedback mechanism from all stake holders Students, Parents, Alumni, Industry that gives transparency. It also ensures ownership by leadership, HoD & faculty.

Skill development of students and outcome based education

  • For skilling purpose, we have started mandatory project every semester starting from 3rd Semester, by the students in group with faculty as guide.
  • Utilizing internship provisions. Trying to align internships / trainings as per industry needs.
  • Real implementation of NBA Process is undergoing.

Consultancy work

  • Policy for Research & Consultancy has been formulated and launched.
  • Civil department received consultancy for 10000/- rupees
  • Preparing base to start consultancy work in other departments

Improving admissions

  • Interactions and activities were conducted with schools to explain challenges and key opportunities.
  • International competition "IEEE YESIST 12 – Junior Einstein Track" organized for school students and opportunities created to showcase various engineering aspects.
  • College registration in CAM-2019 was done and M Tech (Computer Engg. & VLSI Design) started from session 2019-20.

Strengthening Faculty

Improving Attendance

  • Apart from regular mechanism, extra efforts have been taken by the Heads of Department to ensure attendance
  • Debar policy for Mid Term exams has been revised and being executed
  • Students are being counseled by Director/Vice Principal
  • Beyond college hours activities are being promoted
  • Working space is being provided to interested students beyond college hours

Improving Results

  • Detailed planning and execution through NBA process implementation is in progress.
  • Mid term result analysis was done and extra classes were arranged for weak students
  • There is tutor for every 20 students
  • Parents are being communicated regularly

Improving Placements

  • Backlog analysis is done for all the students to reduce number of non eligible students for placement
  • Arranging extra classes for all courses to clear the backlogs.
  • Trainings/ workshops has been organized in new technologies to equip the students
  • MoUs are being signed to have better alignments for trainings / internships with respect to focus area/industry requirements
  • Innovation and Incubation Cell is created and the activities are being organized for interested students

MoU with Industries

  • 8 MoUs are signed with the Industries and 2 are in process
  • MoU with M/S B. L. Kashyap & Sons is signed and one faculty was sent for one week training

Research & Development

  • Faculty members are motivated for interdisciplinary & collaborative research
  • Submitted 7 research proposals to DST under SERB scheme and all of them are under evaluation
  • 15 Collaborative research proposals were submitted to RTU under TEQIP III, 5 are approved and are under execution
  • Organized FDPs and Conferences to motivate and create R&D awareness
  • Every student is mandated to review 5 research papers every semester from IEEE/Science Direct related to project
  • Publication incentive scheme has been revised for improving quality

Alumni Involvement

  • Every department has invited significant number of alumni for interaction with the current students
  • The procedure has been set to arrange formal function and welcome alumni while invited for interaction

Scholarship Scheme

  • The scholarship scheme for meritorious students has been revised.
  • There is specific scholarship scheme for girl student admissions.

Remarks by Dr. Rahul Banerjee

Dr. Rahul Banerjee (Educator/Expert of CS) responded on the point suggested in last year's GC meeting that students of core branches should have sufficient knowledge of programming languages like C++, JAVA etc as most of the companies require such kind of knowledge and skills. He mentioned that C++, JAVA, Python are only the vehicle to learn certain things and each has its own applications. The important thing for students is that on which setup they want to work on for their projects and tasks. Like for machine learning kind of problems, Python can be used as a vehicle to implement and solve certain things. He said that students' should be given some exposure to these languages as per the interest and comfort levels of both students and faculty members. He further mentioned that in IIT Delhi Python is being taught in I Year itself.

Dr. Bundele mentioned that in PCE we are also giving introduction to Python in I Year.

Dr. Rahul Banerjee asked Dr. Bundele to elaborate the publication incentive scheme for faculty members at Poornima.

Dr. Bundele explained the scheme to the house and said that the scheme has been introduced to develop R & D culture in the college and to motivate faculty members to come out with quality research publications in reputed journals and conferences.

Dr. Banerjee shared his observations about certain institutions that sometimes direct monetary benefits may start number race of publications as there are certain SCI journals which are indeed not so good and impact factor is a thing which can be manipulated in certain ways, so he suggested that if it could be possible to make certain modifications in the implementation of such kind of incentive schemes.

Dr. Bundele answered that as a private organization our faculty members and students are not so much involved in research work, although we have good number of publications but the quality of publications need to be improved. We have very few publications in SCOPUS and SCI indexed journals. So, in order to motivate faculty and students we have introduced such kind of publication incentive scheme in our system and we have also increased the publication incentive amount last year.

Dr. Banerjee further mentioned that in some organizations the publication incentive amount is not given directly to faculty members but the amount can be utilized by the faculty members for their own R&D work and to create resources in the department/ college like to establish certain kind of advanced labs, to purchase equipments, etc.

Dr. Bundele appreciated the suggestion given by Dr. Banerjee and said that the suggestions will be taken into consideration while modifying the publication incentive scheme in future.

Dr. Banerjee appreciated the actions taken by the college as per the suggestions of previous GC meeting.

Sh. Shashikant Singhi Chairman-GC suggested that the action taken report should clearly contain the real outcomes of different actions suggested.

Dr. Bundele responded that the qualitative and quantitative analysis of different actions under different heads is included in the next presentation. He said the action taken report has been kept concise for readability purposes.

GC noted the progress of follow up actions on recommendations of the 21st GC Meeting.

Item No. 22.5: Reporting Important Activities of 2018-19

Item No. 22.5.1: Related to Admissions - Current Student Strength

Dr. Bundele presented the analysis of trends in admissions of last four years through comparative charts. He informed the house that currently there are 2256 students in PCE. There is a decreasing trend in number of admissions in EE and ME branches and CSE is full for last three years. There is increase in number of admissions in Civil, ECE and IT with reference to last year. Number of girl students has increased in IT and ME and there is increase in number of English background students- clear from Civil, CS, ECE and IT. There is slight increase in class 12th % in Civil, CSE, ECE and IT admissions.

Item No. 22.5.2: Related to Faculty

Dr. Bundele informed that various MoUs have been signed with industries and academia in order to increase interaction with outside world which is very important from the point of view of faculty up-gradation. Some other points mentioned by Dr. Bundele are listed below.

  • Faculty members attended FDPs, Workshops, Conferences outside Poornima & Outside Jaipur

Item No. 22.5.3: Related to Student Attendance Pattern

The last four years attendance comparison shows that there is slight improvement in all the classes except III Year. I yr current attendance is 83.7 %, II Yr 70% approx, III Yr 64.5% and IV Yr 62.2%.

Item No. 22.5.4: Related to Results

Comparative Analysis of Overall % Results of Last Four Years

Dr. Bundele mentioned that the result is reduced in I, II Semesters, mainly due to change in curriculum and pattern of examination and Physics and Mathematics are subjects of concern. Responding to the query asked by Dr. Suneja regarding decrease in I Year result, Dr. Bundele mentioned that some of the students have applied for re-evaluation of their I semester results and many of the them are getting passed in re-evaluation. Dr. Rekha Nair informed the house that the results have been increased by 11% after re-evaluation of I semester results.

While comparing department wise results, Dr. Bundele informed the house that CSE & IT department students' results are of increasing trend. He also mentioned that the results of lower semesters are less in comparison of higher classes (VI, VII & VIII semesters).

Dr. Bundele then described the batch wise progressive results from I to VIII semesters and it was observed that the batch 2015-19 shows consistent improving performance in results. Then the 2016-20 batch shows comparatively lower performance levels in all the braches up to VI semester results. Chairman-GC highlighted an interesting point that if we see the placement performance of 2020 batch then the results are encouraging in spite of lower results in academics. Dr. Bundele then presented the department wise comparative analysis of results of four consecutive batches i.e. 2015-19 to 2018-22. Dr. Banerjee raised an observation that in some branches the result up to V semester was reasonably good but in VI semester it was little less probably students are more focused in VI semester toward summer training and placement preparations. Mr. Pankaj Dhemla in support of Dr. Banerjee's observation further elaborated that EC department has shown very good performance as far as placements are concerned.

Item No. 22.5.5 Related to Faculty Incentives

Dr. Bundele informed the house that the college has a provision of incentives based on overall performance including teaching and publications by faculty. The college also encourages and sponsors faculty members to take part in various trainings, conferences, seminars, workshops etc. organized outside and within the college.

Item No. 22.5.6: Placement Analysis- Last Four years (2016 Batch to 2019 Pass out batch)

Dr. Bundele informed the house that the placement number has increased in comparison to previous year. 509 students of 2018 batch were placed out of 544 eligible and 636 students of 2019 batch were placed out of 531 eligible students. The number of students placed is greater than the eligible students because here we have also counted the non-eligible students who have been placed in some mediocre companies. He further mentioned that the number of non-eligible students is a matter of concern as this number is increasing.

Dr. Bundele mentioned that, if we see the branch wise comparison of placements during last four years, we find that the highest placement are in CSE branch consistently or rather increasing, the Civil placement number is reducing and EC placements are increasing, in ME and EE number of non-eligible are more which is a matter of concern, the placements of IT have also increased. He further elaborated that, in year 2019 the total number of companies visited were 144 which is highest during last four years and the maximum package offered was 12 Lacs.

Placement Analysis: Status 2019-20 Batch

Dr. Bundele mentioned that, in session 2019-20 the placement season has just began for 2020 Batch students. Some of the facts are worth mentioning-

  • 91 selections in Infosys , 2 students at a package of 8 LPA for Power Programmer Profile, 20 students at a package of 5 LPA for System Engineer Specialist. For Power Programmer Profile Infosys visits IIT and NITs only.
  • 46 selections in TCS-5 students at a package of 7 LPA for Digital profile
  • 40 Selections in Capgemini at a package of 3.8 LPA
  • Selection of 4 students in BYJU's at a package of 10 LPA
  • From EC branch only we have 16 selections in Infosys, 14 selections in Capgemini and 9 selections in TCS.
  • 32 students of core branch placed-5 students of ME branch and 1from Civil placed in Infosys.1 ME branch student placed in TCS and 23 placed in Pinnacle Infotech. One from Civil and one student from EE placed in BYJU's at a package of 10 LPA

Dr. Bundele further highlighted that the top recruiters based on the mass recruitment and package offered, visited Poornima during past years were TCS, Infosys, Capgemini, SAP labs, IBM, L&T Infotech – for CSE & IT, Adani Power for EE, ME EC bracnhes, EPAM India for CSE, IT & EC, Genus Power Infrastructures Ltd for EC & EE., BL Kashyap & Sons Ltd, Kalptaru power transmission and Vectra Geospatial India for Civil branch students, Pinnacle Infotech Solutions for EE, ME & Civil, Byju’s and Jaro Education for all branches.

Mr. Rajit Sikka(Industry Expert-CS) enquired about what specific activities the college is doing to improve placement numbers.

Dr. Bundele requested Ms. Dipti Lodha (Dean T & P) to elaborate on this point.

Ms. Dipti Lodha (Dean T & P) mentioned that we have a very good consistent track record as far as placements of students in reputed companies like Infosys, TCS, IBM Capgemini, Pinnacle etc are concerned. We provide rigorous campus recruitment training to the students, right from I Year and the training is delivered by professional agencies.

She further mentioned that we are also inviting companies which do not have strict eligibility criteria on academic ground but need students who are good technically, so in this way our non-eligible students are also getting placed.

Mr. Rajit Sikka pointed out that instead of focusing on smaller companies the college could look for companies which are fundamentally strong although they are not bulk recruiters, for those students who are not so good in academics but good in technical knowledge part. This is because an average student can anyways get placement in smaller companies.

Mr. Pankaj Dhemla also mentioned that we are hiring outside professional agencies to make our students competent in aptitude, verbal, GD skills, presentation and behavioral skills for making them more employable in leading companies. The training is strategically planned from I Year to IV Year progressively.

Mr. Rajit Sikka further asked that whether there is a system for the evaluation of these outside agencies that how they are conducting classes and whether those classes are really worthwhile for the students for the placement preparations.

Dr. Bundele replied that we have a precise system of taking feedback from students. The feedback is taken time to time at different levels by tutors, HoDs, Vice-Principal and Director.

Mr. Pankaj Dhemla informed the house that placed students share their experiences of placement drives with I, II & III Year students giving them tips regarding aptitude questions and interview rounds. The senior students can tell the junior ones that what kind of mistakes they should avoid whenever they will get opportunity to appear in similar kind of placement drives. Mr. Pankaj Dhemla also shared that we invite alumni who are working in reputed organizations to conduct interactive sessions and talks for the benefit of currently studying students.

Mr. Rajit Sikka appreciated the work by the own students and alumni of the college.

Dr. Banerjee said that subject and topic specific feedback of students given by recruitment companies should be shared with concerned faculty member/ departments so that they can take corrective measures. He also said the accessibility of faculty members should be more for solving queries of students.

Ms. Dipti Lodha answered that the feedback is immediately shared with the departments on WhatsApp group/ e-mails.

Mr. Sikka also emphasized that the feedback of students should be taken from panelist themselves who conducted the interviews in the placement drives. The feedback given by students is not very useful always.

Ms. Dipti Lodha replied that we consider the feedback provided by company persons/ HR and share with the departments for further analysis and corrective actions. She also said that sometimes we do not know the details of panelists and therefore it is difficult for us to get the exact feedback.

Dr. Suneja suggested that for feedback purpose objective type questionnaire can be prepared which is very easy to fill and takes vey less time.

Ms. Dipti Lodha replied that we are doing this practice.

Chairman-GC asked that how we are preparing non CS/ IT students for IT companies.

Ms. Dipti Lodha replied that we are focusing on coding part right from I Year and also making them aware about CS/IT technologies.

Dr. Banerjee suggested that core branches students should not remain weak in their core areas, so the emphasis should be always given on subjects of their own core branch. The training on CS/IT technologies can be provided as a supplement only.

Item No. 22.5.7: MOUs and Tie-ups with Industry and Academia

Dr. Bundele submitted that, as mentioned in action taken report we have signed 9 MoUs with industry and academia which will be very beneficial for faculty and students for their up-gradation and will provide opportunity to learn new trends and technologies of current demand. Such kinds of tie-up will provide opportunity for faculty members to explore probability of working on industry related problems.

Item No.22.5.8: Faculty Publications & NBA Process Implementation

He mentioned that there were total 212 publications by faculty and approx 300 technical papers were published by students under the guidance of faculty in various National & International Conferences and Journals. He further highlighted that 13 papers were published in SCOPUS indexed and 7 papers were published in SCI indexed journals. Publication incentive scheme has been revised for improving quality.

NBA process implementation is being executed since last six months, starting from revision of Vision, Mission, Program Execution Objectives (PEO), Program Specific Objectives (PSO), Course Outcomes (CO), mapping CO with Program Outcome (PO) /PSO, mapping of Vision / Mission statements with PEO, PSO.

Item No.22.5.9: R&D Activities

Dr. Bundele highlighted the various research proposals submitted by different departments to various funding agencies such as AICTE-AQIS, RTU TEQIP-III, SERB, and DST etc. He informed the house that total 11 proposals including MODROBS, FDPs, STTPs, Conferences etc were approved by different Govt. agencies in session 2018-19 amounting the total grant of Rs.49,68,550/- .

Item No.22.5.10: Alumni Activities

Dr. Bundele then presented the details of alumni interactions organized by the department, Civil-34, ME-8, EE-4, EC-6, CSE-5, and IT-4. He said that in order to increase alumni interactions we are ensuring that every alumnus visiting the campus should meet HoD or Dy. HoD so that interactions can be arranged.

New Initiatives

Dr. Bundele gave details of the new initiatives taken during past one year. The details are given below.

  • Implementation of NBA Process in all departments
    • Revised Vision, Mission, PEO, PSO and Course Outcomes and their mappings
    • Every faculty member did presentation of COs for even odd semester along with mapping- Corrections advised
    • Designed complete process including Activities to cover requirements of CO, PO, PSO, Assessment tools, Attainment targets, Attainments, gap finding and action to be taken, Course file preparation and attainment data for previous three batches.
    • COs defined as far as Generic, Student wise attainment process
    • Designed all formats to be fed in ERP
  • Decided Focus areas of each department in line with Industry requirements
  • Project every semester with quality report
  • Industry tie-ups
  • R&D process
  • Center of Excellence in Waste to Energy

Dr. Bundele highlighted that we have implemented NBA processes in every department and student wise CO, PO, PSO attainment is also being calculated to find out the more insight of outcome based education.

Dr. Banerjee suggested that in spite of choosing too many focus areas by different departments only 2-3 thrust areas may be selected to work on which will require less money and resources and it would be easier to manage them also.

Dr. Bundele mentioned that in current session 2019-20 total projects being developed by II Year are 114, III Year are 123 and by IV Year are 178. All projects are based on students' technical focus areas.

Mr. Rajit Sikka suggested that for unbiased project evaluation should be done by a panel of experts comprising of outside members also.

Dr. Bundele further gave the details of various activities organized by different departments in session 2018-19 such as training programs, expert lectures, workshops, seminars, FDPs, industry interactions, alumni interactions.

Dr. Bundele presented the detailed backlog analysis of current students of III, V and VII semesters. He mentioned that each department has thoroughly analyzed the subject wise backlogs of students and remedial classes are being planned in 2nd week of October-2019 and mid November-2019 before the II midterm examinations of III & IV Year and II Year respectively.

Chairman-GC and other members appreciated the efforts made by the departments. Chairman-GC also pointed out that it is unfortunate situation that if a student studying in VII semester and has 1 or 2 backlog papers of previous semesters making him ineligible for placement drives. He urged that departments should make timely efforts and ensure that such kind of situation does not arise.

Mr. Divanshu Jain (Alumnus-CS) asked about the planning of clearing backlogs of students of I and II semester.

Dr. Bundele replied that the departments have done the thorough subject wise analysis of backlogs and remedial classes will be conducted for such students at the end of the semester.

Dr. Suneja suggested that along with makeup classes some counseling sessions should the arranged for students those having backlogs.

Chairman-GC quoted an example of HDFC Bank where lower level to upper level managers work in utmost coordination to convince its customers for loan. He urged for the similar kind of requirement of coordination and ownership between lower level and higher level leadership of PCE for better outcomes.

Mr. Rajit Sikka raised a point that in FDPs which are organized by big companies like TCS senior faculty members should participate more so that maximum benefits can be availed. He quoted an example of a recent FDP organized by TCS at PCE in which 25 faculty members participated from Poornima Group but most of them were no so senior.

Continuing to the presentation, Dr. Bundele then elaborated that 26 eminent speakers from IITs, NITs and other institutions of repute visited PCE for invited talks, guest lecturers, seminars, key note addresses. He then mentioned the industry interactions organized by different departments Civil-4, ME-4, EE-9, EC-6, CSE-3, IT-5 and I Year-10.

Dr. Bundele then highlighted some of the prominent activities organized by PCE in previous session 2018-19 which include 6-International Conferences 1- STTP, 4 FDPs and one National level contest Technovation-2019. He mentioned that I Year students actively participated in technical and sports activities held at IITs and other prominent institutions.

Dr. Bundele then mentioned about RTU merits secured by PCE students of 2018 Batch. There were total 6 merits (EC-3, IT-2, and ME-1) secured by the students.

Dr. Bundele then shared the details of publications by faculty and students in session 2018-19. He mentioned that there were total 212 publications by faculty and approx 300 technical papers were published by students under the guidance of faculty in various National & International Conferences and Journals. He further highlighted that 13 papers were published in SCOPUS indexed and 7 papers were published in SCI indexed journals.

Dr. Bundele then presented the details of mandatory summer internship/ training to be attended by students after II Sem., IV Sem. & VI Sem. respectively. He mentioned that students have pursued trainings in emerging technologies.

Chairman-GC asked that how do we ensure the quality of training attended by students.

Dr. Bundele responded that the training technology and company or institutions from where students want to pursue their training are finalized under the guidance of departmental committee. Departments also keep track of students’ performance during the training time by enquiring with company persons through mails, telephonically and by visiting at the company office. For the evaluation of the training, student’s logbook is verified and PowerPoint presentation is required to be delivered by each student.

Mr. Rajit Sikka explained the concept of Digital Internship offered by TCS and some other companies.

Dr. Bundele presented the details of NPTEL and Swayam certifications obtained by faculty and students. He informed that 96 students and 12 faculty members have been certified in 2018-19.

Dr. Bundele then informed the house about startups opened by students. As per the current information total 5 startups have been recently opened by the students of various branches. He added that we provide different faculties to motivate students to open startups like labs, lecture halls guidance and support.

Mr. Rahul Singhi Director-PG further added that in each campus of Poornima Group there is a dedicated cell – Poornima Startup Incubation & Innovation Centre (PSIIC) for promoting entrepreneurship and startups by students. He informed that recently an activity is going to be organized on 12th October, 2019 in which Vice President of Indigo Airlines will interact with selected students.

Item No. 22.6: To discuss and approve audited accounts for 2018-19 and budget for the year 2019-20.

Dr. Bundele requested Sh. MKM Shah (Director Admin & Finance) to present the budget.

Sh. M.K.M. Shah (Director Admin & Finance) presented audited balance sheet as on 31.03.2019, report of Receipts and Payments of 2018-19 and Budget for the session 2019-20.

He mentioned that for the financial year ended on 31st March, 2019, the college has reported revenue payments of Rs. 1692.71 lacs against revenue receipts of Rs. 2059.56 lacs. Similarly, capital nature payments are Rs. 944.32 lacs against Nil receipts. Total receipts stood at Rs. 2059.56 lacs, where as total payments were Rs. 2637.03 lacs, showing negative cash flow of Rs. 577.47 lacs, which is funded by parent body i.e. Shanti Education Society. He informed that total payments of various activities of the college is budgeted at Rs. 1717 lacs for 2019-20 against previous year payments of Rs. 1692.71 lacs, thereby showing increase of Rs. 24.29 lacs over previous year.

He further informed the house that the college is providing full thrust on procuring latest equipments, computers, books and other peripherals to achieve greater heights in academics, coupled with improvement in quality of building and infrastructure. During 2018-19, such outflow was Rs. 44.32 lacs, which is now budgeted at Rs. 60 lacs for 2019-20. He said that, an amount of Rs. 22.33 lacs is carved out of budget of revenue payments of college under various heads for 2019-20 as proposed above, to allocate to various departments namely CSE, ECE, EE, IT, ME, Civil and I Year to carry out students' participations, in house training and other unspecified activities and contingencies at department level.

With the kind consent of Chairman-GC, the Governing Council accepted receipts and payments of 2018-19 and approved the budget for 2019-20.

Item No. 22.7: Discussion and Inputs regarding further improvement and growth:

Mr. Divanshu Jain (Alumni-CS) emphasized on the need of good writing skills for engineering students. He said that e-mail writing skill is very important for corporate and professional culture, so students must have good e-mail writing skills. He further suggested that industry experts should be invited to guide students and faculty regarding project report writing.

Dr. Ajay Khunteta (Prof.-CS & Member-GC) mentioned that we should not have too many activities which cannot be effectively executed. He emphasized that limited number of well planned activities should be designed so that proper outcome can be ensured. He also mentioned that the CS Department is focusing on projects, placements and planning of remedial classes for backlog paper of students.

Mr. Balwan Sheshma (HoD-Civil) mentioned that faculty members do not get sufficient time after college hours to evaluate RTU exam copies as the centralize evaluation centre is open only till 6.00 pm in the evening.

Dr. Virendra Sangtani (HoD-EE & Member-GC) emphasized that faculty should take ownership of different responsibilities assigned to them especially senior faculty members. He said that team work is very important to ensure the effective outcome of different activities and tasks.

Mr. Amol Saxena (HoD-IT) expressed the need to reduce the backlogs of students and the department is counseling such students and has planned to arrange the remedial classes. He also emphasized on the need to improve the quality of project reports submitted by students. He added that focusing on teaching learning will automatically improve students’ performance in all fronts including placements.

Dr. Garima Mathur (HoD-EC) mentioned that EC Department has planned remedial classes in the II week of October and later in mid November for students who have backlogs. She further said that students have chosen their technical focus areas under faculty mentorship and students of II, III & IV Years are working on projects according to their focus areas under the guidance of faculty members.

Dr. Rekha Nair (Dean- I Year) pointed out that the results of 1st and 2nd semesters of I Year 2018-19 session were very much unexpected for us. Being among the top colleges of RTU we have been maintaining good academic results. As per our previous years experience we get about 20% more RTU result than the 1st midterm results. We prepared our students well as per the revised examination pattern of RTU and students performed well in midterm exams. This year also we were expecting approx 70% RTU result in 1st sem. and approx 83% RTU result in 2nd semester. But, the overall RTU result of 1st sem. was 37% and 2nd sem. was 42% only. Most of the students got failed in mathematics and physics. She further elaborated that the 1st semester results have been improved by 11% after some students have got re-evaluated their copies. She requested Dr. BP Sunjea (RTU nominee) to kindly look into the matter whether there was any lack of care in the evaluation of RTU answers sheets.

Dr. BP Suneja (RTU nominee) responded that sometimes junior faculty members evaluate RTU copies resulting in many cases of re-evaluation these days. He urged that senior faculty members of reputed institutions like Poornima should come forward to evaluate RTU copies so that such cases do not happen.

Dr. Neeraj Jain (Dean - Admissions) expressed that in today’s scenario students as well as their parents are not inclined toward engineering education due to variety of reasons. He informed the house that only 12500 students have taken admission in RTU and BTU affiliated engineering colleges this year as compared to 16800 admissions of last year. He further mentioned that in spite of overall downfall in admissions in Rajasthan, PCE has achieved 17% growth in admissions this year in comparison to last year admissions. He said that only those institutions will be able to sustain in this competitive time that will maintain quality education and good placements.

Mr. Divanshu Jain (Alumni-CS) suggested that new engineering branches like chemical, mining, agriculture etc can be opened by the college to attract students.

Dr. Bundele replied that Agricultural Engineering branch was opened in PCE last year but there is no admission in this branch.

Mr. Rahul Singhi (Director-PG) mentioned that this year we have more admissions than the previous year due to the collective efforts and performance of management, administrative authorities, teaching, and non-teaching staff members. He said that lot of improvements and innovation is taking place in our day to day routine. He shown confidence that by making best use of our potential we will be able to perform better in all fronts and the next year would be even better as far as overall organizational performance and achievements are concerned.

Sh. MKM Shah (Director Admin & Finance) put emphasis on creating a complete calendar of activities so that timely and effective execution of different activities can be ensured. He also gave emphasis on the requirement of senior faculty members in admission process.

Dr. Yogesh Kumar Singh (HoD-ME) suggested that in I-Year senior faculty members should teach as being followed by many good institutions. He further mentioned that in ME Department PhD faculty members are witting research proposals to fetch grants from various funding agencies like AICTE, DST, SERB etc.

Dr. Suneja supported the point raised by Dr. Yogesh that senior faculty members can mentor the I Year students in better way.

Mr. Shailendra Kasera (Ex-HoD-ME) said that the ME department is putting more emphasis on R&D activities and the department has designed a solar refrigerator as one of the outcome of that. He suggested that those faculty members who are engaged in R&D work can be allocated budget for R&D activities to purchase equipments.

Sh. MKM Shah (Director Admin & Finance) replied that department should make use of allocated budget to them under different heads and if in some case, if amount is less, then we can reallocate the budget and the unused amount of some other head can be adjusted for the required activities.

Dr. Rahul Banerjee indicated that autonomy should be there regarding some decisions like spending budget amount.

Dr. Surendra Yadav (HoD-CS) said that we are focusing on technical knowledge and skill improvement of students and providing trainings on ML, R programming, Python etc. He further said that we are planning to arrange extra classes on Saturday & Sundays for those students who have backlog papers. He also said that team work by faculty and staff members is very important in order to be a successful department.

Ms. Dipti Lodha (Dean T&P) said that PCE has great potential in every respect and in near future we want companies for placements with a package not less than 8 lacs.

Mr. Pankaj Dhemla (Vice-Principal-PCE) said that team working and coordination is very important in any organization. He further said that we are involving of students in planning different activities like placement related activities, special classes for backlog papers, student clubs formation and other student driven activities. We also take feedback after conducting the activities so that immediate corrective measures can be taken. He added that we are also putting emphasis to improve the level of R&D in the college.

Sh. Hari Singh Shekhawat (Director-Infrastructure, PG) mentioned that the management is ready to fulfill all the necessary requirements related to the infrastructure developments provided the justifiable utilization of the same.

In the end, Sh. Shashikant Singhi Chairman-GC expressed satisfaction that academic matters were at the main priority in all presentations and discussions during the meeting.
